i struggled for a while with foobar periodically skipping/stuttering, even when using WASAPI event or ASIO and playing with various buffer lengths. DPC latency was good, applications and services as stripped as possible, cpu/ram usage was low, but no matter what i was still experiencing the occasional stutter.
Switched to jriver and the problem went away completely, i'm almost through the trial period for the software and it has not stuttered a single time. I'm not sure why it is different, but i've decided not to spend any more time on foobar.
